Fukurou’s History
Fukurou, along with Jabra and Kumadori, attended a meeting with Spandam to discuss the mission that resulted in over twenty casualties. During the meeting, Jabra argued with Fukurou and Kumadori, criticizing Fukurou's seemingly useless zipper on his mouth. Despite their bickering, they tried to explain the mission to Spandam.
When Rob Lucci and others arrived, Fukurou decided to measure each CP9 member's Doriki levels. He was surprised to find that Lucci's Doriki level was exactly 4000. Fukurou then shared gossip about Jabra's recent breakup, causing Jabra to feel down. He also witnessed Kaku and Kalifa eating the Devil Fruits given by Spandam. The CP9 agents gathered on a balcony after Blueno was defeated by Monkey D. Luffy.
After the Straw Hat Pirates entered the building, Fukurou informed them that each CP9 member had a key, but only one had the key to free Nico Robin. He quickly dashed away. Later, he attempted to crush Franky, who was in search of more cola. During their fight, Fukurou was surprised that Franky's punches could hurt him through his Tekkai technique. The battle continued until Franky called him a coward, leading to a fierce exchange of punches and insults. The confrontation eventually crashed through the floor into a kitchen. Fukurou relentlessly attacked the weakened Franky until Tony Tony Chopper intervened, evening the odds.
In their ongoing fight, Fukurou clashed with Franky, sending them both crashing into the water outside the tower. Fukurou managed to escape the water using Geppo, and when Franky tried to swim upstream, Fukurou knocked him back underwater. As Franky launched into the air, Fukurou kicked him down, but Franky grabbed Fukurou's leg, pulling him underwater. Fukurou used Geppo to keep them afloat and slowly made their way to shore. Fukurou declared he would end the fight with one blow, and Franky responded that he would do the same.
Fukurou then cartwheeled rapidly toward the tower, intending to slam Franky into the wall. However, Franky halted their movement with a Coup de Vent and followed up with another one, launching Fukurou into the ground and knocking him out. After the battle, Franky retrieved the key that Fukurou carried.
CP9's Independent Report
After surviving the destruction of Enies Lobby, Fukurou, and the other CP9 agents used Blueno's Air Door to escape the island. They hid along the Sea Train tracks when World Government agents arrived.
At St. Poplar, Fukurou helped take care of Lucci and participated in raising money for Lucci's medical bills. He also collected money for Kaku's "Giraffe slide." While waiting for Lucci to recover, Fukurou spent time with Kaku, Blueno, and Jabra at a café.
Once Lucci fully recovered, the CP9 agents celebrated by going bowling. However, their festivities were interrupted by the Candy Pirates' attack on the island. CP9 swiftly dealt with the pirates, but the violent actions of Lucci raised concerns among the locals. Realizing they couldn't stay in St. Poplar, the CP9 agents left for their homeland.
In their homeland, they observed the training of a new generation of CP9 members. Captain Very Good arrived to capture them, but the CP9 agents, unwilling to let him disturb their home, battled and defeated the Marine troops. Lucci contacted the physically crippled Spandam through a Den Den Mushi, promising to come for him soon. With that, CP9 set sail, aiming to eliminate their former director.
During the Timeskip
Fukurou joined CP0 and was brought back as a Cipher Pol agent.
Wano Country Arc
During the fourth day of the Levely, Fukurou and other CP0 agents observed the Revolutionary Army's attack on the Domain of the Gods. They witnessed the intense battle between two admirals, Fujitora and Ryokugyu, and the revolutionaries inside the World Nobles' residence from outside the Celestial Dragon Gate.
Later, in Pangaea Castle, Fukurou and his CP0 colleagues were in a guest room where they held a captive Vivi. While playing cards with other CP0 members, Jabra and Kalifa stood guard over the prisoner. Suddenly, Wapol burst through the walls in panic, and CP0 agents, including Fukurou, were confused until they realized that Vivi had escaped.
Fukurou’s Personality
Fukurou has a big mouth, both literally and figuratively, despite having the ability to "zip it." He often says "chapapa" after almost every sentence and has a high-pitched voice despite his bulky appearance. He tends to blurt things out without considering the consequences, like revealing his team's presence during a mission, causing additional casualties.
He calls himself "Fukurou the Silent" and adds "Lover of Rumors," which is strange. Despite his pride, he stopped dodging Franky's attacks after being accused of being a coward, engaging in a punch exchange.
He cares for his comrades, panicking when Chopper locked Kumadori in a fridge and working to raise money for Lucci's treatment. He enjoys spending time with his comrades in St. Poplar.
Fukurou’s Appearance
Fukurou is a big, round man with a yellow zipper across his mouth, which he unzips to speak. He wears black formal clothes and has well-groomed green hair, purple dimples on his cheeks, strands of hair on his chin, and red wristbands.
Now a part of CP0, Fukurou wears a white suit with a different haircut and dark shades.
As a child, Fukurou had a black belt in martial arts and a zipper across his mouth, as seen in a drawing by Oda in SBS Volume 44.
Fukurou’s Abilities
Fukurou is strong because of his training in Rokushiki martial arts. With his Doriki of 800, he can punch with superhuman strength, even damaging tough opponents like Franky.
He's quick for his size and can move at super speed using the Soru technique. Fukurou's also good at Geppo, floating in the air with one leg, even carrying heavy cyborgs like Franky. He can take a beating, surviving strong punches and even a powerful Cola-powered attack.
Fukurou has a unique ability called Te-Awase, which lets him measure his teammates' physical strengths and rank them. But it doesn't consider Devil Fruit powers, just their physical strength.
As a Rokushiki master, Fukurou is great at Soru, claiming to be the first CP9 agent to use variations of the move. His fighting style focuses on the Shigan technique, and he does some Rokushiki moves differently due to his odd body shape. Despite being seen as one of the weaker CP9 members, he is a formidable opponent to face.
He's also learned Haki, having both Busoshoku and Kenbunshoku Haki. This shows he's skilled in different aspects of combat. After CP9's defeat, Fukurou got promoted to CP0, showing he's gotten even stronger over the past two years.
